A. What is the Women's Premier Soccer League (WPSL)?

1.      The WPSL is a National women's soccer league newly formed in1998, designed to provide women with a highly competitive amateur summer soccer league, playing a minimum of 16 games. The teams are comprised of players who have played at the highest levels of soccer available to women, including International, National and Division I & II College play. The women's professional league (WUSA) formed in 2001 had approximately 70 WPSL players invited into their camps during the first season.

2.      The WPSL is sanctioned by the United States Adult Soccer Association (USASA) as an affiliate of the United States Soccer Federation (USSF), the ruling body for soccer in the United States and FIFA the World's ruling body for soccer.

B. Mission Statement

  1. Promotion and development of Independent Women's Soccer at the highest level.
  2. Provide a playing opportunity for the elite woman soccer players to play at the highest level.
  3. All are dedicated to the success of the league as a whole as well as to their own success, recognizing that they cannot long succeed individually without the league succeeding.
  4. Make every effort to bring quality soccer to all levels of the community and to youth programs.
  5. Promotion of stature of female athlete as role models for the youth.

C. Goals and Objectives

  1. Provide the highest level of Women's Soccer and continuously raise the overall standard of play.
  2. Pursue every avenue of promotion, advertising and community involvement to create public awareness and interest in the WPSL.
  3. Ensure that all teams enter the league with and maintain financial stability.
  4. Help all teams gain access to elite players to fill their team roster, including but not limited to National team, University and College, former University and College players, and former WUSA players.
  5. Pursue League-wide sponsors/advertisers

D. Operation of League

  1. The WPSL will make available a detailed yearly league financial report at the end of the season, disclosing where league funds are being spent.
  2. New teams must submit a business plan with financial report.
  3. Each team must be a financially and operational independent entity and be willing to sign a league agreement to meet all obligations.
  4. Each team will be involved in operating, financing and promoting the league.
  5. This will be a team representative run league.
  6. Elections will provide the league leadership as to who will control funding of the league.
  7. Team Representatives will control league activities and will employ a Director of Operations that will make decisions pertaining to running the league.Ý The league Administrator will need approval on all decisions from the league and will serve at the pleasure of the league. This position can be changed or expanded to Fund Raising, Marketing or Public Relations.
  8. Team Representatives vote on all issues including any financial increases.
  9. The league will report all meeting minutes to all team representatives.
  10. All meetings and conference call agendas will be open and any team may add agenda items.
  11. League meetings may be held by conference call.
  12. Committees will be set-up as needed and as the league grows.
  13. A team will be considered an active member of the league upon paying the one time entry fee of $2,500 and signing a contract.
  14. A team will continue to be an active member of the league as long as they are in good standing and have a zero balance.
  15. See Addendum (Operation of the League D. 15). For commissioner assignments including but not limited to Commissioner Pro-tem, Treasurer, Referee Coordinator, Recording Secretary, Marketing, Fund Raising or New Team Development.

E. Timetable

  1. Team commitment to the league by the Annual General Meeting of the current season.
    1. Payment

                          i.      New Team one time entry fee of $2,500

                          ii.      First month's league fee of $250. Organizations with a Premier First Division and Second Division teams, monthly fee is $300 total for the organization.

                          iii.      Annual Team Registration fee of $250.

                          iv.      A letter of credit, bond or escrow account in the amount of $5000 required of all new teams as well as existing teams that the league considers ìat riskî of forfeiting games and/or league fees.

  1. Schedule completed by January 15th- preliminary schedule by December 20th.
  2. Exhibition season (optional) Month of March and April.
  3. First league games should begin May 1st with final league games played by the 1st week in August.
  4. Payment of $5,000 to USASA by September 15th for national league affiliation.
  5. The team representatives will determine the structure of the Championships.
  6. The league will assist all new incoming teams in meeting the above deadlines.
  7. Provisional teams will be allowed to play games only if there is no change to the final schedule.

F. Projected Team Expenses

  1. League Fees
    1. One time entry fee $2,500 due by the Annual General Meeting.
    2. Annual $2400 fee due by the Annual General Meeting.
  2. Team Fees - Yearly
    1. USASA team registration of $250 includes team liability insurance.
    2. USASA individual player registration and secondary insurance of $16 per year.

H. League Structure

  1. The league will provide a divisional structure of which calls for a Premier Open Division and future plans for a Premier Second Division.
    1. Structure of the league can be changed at the league meeting preceding the start of the next season.
    2. Premier First Division will be comparable to the best amateur teams in the world.
    3. Premier First Division teams will play every team within their Division home and away, when feasible.
    4. Premier Second Division teams will be comparable to NCAA Division I.
    5. Premier Second Division teams can be formed during the League year and can play a limited provisional schedule.
  2. Other premier soccer leagues may be formed as a separate entity within the WPSL. The other leagues will have independent laws and accounting procedures. They will operate as a separate entity.
